in the modern football structure they achieved the clubs highest finish, I think your failing to acknowledge their achievements whether that’s intentionally or not I’m not sure.

Not failing to acknowledge anything mate, their achievements are there to see but for me personally I do not class them as legends at this time.

Neil Clement would be the closest modern day legend for me. Gave ten years service, never threw his toys out when he was touted with moves to 'bigger' sides. Add too that he was very good and chipped in with some memorable goals.

Big Dave if he can give a good account of himself here, I wouldn't necessarily say promotion, would cement himself too. More so because of the person is he and how he conducts himself. Was also part of a side that helped turn the club around.

Aside from those two, I can't think of any to be honest. Hoult and Hughes could have been but ruined it. Horsfield and THAT game but he falls into the hero bracket. We all have players who we loved and probably claim to be 'legends' and I wouldn't disagree with anyone, but they're definitely legends of the personal sense rather than club.

Aside from players, Gary Megson goes without saying. As well as one who hasn't been mentioned, Dave Matthews.

I'll be honest, i do find this debate a bit pedantic. No one has the right to tell others and vice versa and getting wound up about it is a bit OTT.

How so ?
well they’ve contributed over a long period of time, they’ve made lasting contributions, made over 300 appearances, won the league, promotion, achieveved the clubs highest premier league finish, I struggle to see how that doesn’t tick every box you have stated makes them legends.

Not necessarily in this topic but i've seen plenty of comments in the past about someone getting wound up or it annoys them when someone gives x player x status.

Have been thinking about this and my measure of a Legend is

Would supporters of other clubs associate the player with WBA and also look upon the player as one they would wish that they had
In my time, since the late 60's on the list are
Astle
T. Brown
Willie
Cyrille
Laurie
Superbob

Heroes are players who I have a great affinity with but fans of other clubs would not recognise exclusively as Baggies ie,
Richard Sneekes
Andy Hunt
John Wile
Len Cantello
Bobby Hope
Ally Robertson
Derek Statham
Martyn Bennett ....

I think you have to differentiate between legends and cult heroes.

Big Dave is a cult hero because of the difference he made to the team, and scoring the opening goal against Palace.

Chris Brunt has to be a legend because of length of service, sheer number of games, and the number of assists he's put in. He dictated our attacking play for several years, no matter which position he was in. Helped to reestablish us in the top division.

Similarly, I'd call Sneekes a cult hero, but Bob Taylor a legend. It's not just length of service either; for me, Zoltan Gera is a cult hero, Kevin Phillips a legend.

Remember, Laurie Cunningham was only with us two years, and he's revered.

I think that Darren Moore could fall into the legend category, but in a slightly different way.  He didn't play a huge number of games for us, but those games were at a crucial time that changed the fortunes of the club after 15 years in the wilderness. On top of that Darren Moore is the type of man you can really admire in his values and ethics.  (I'm not really interested in religion.)  I can give you two examples that very few contemporary players can live up to:
- Whilst 'working' as a professional football he spent his holidays in India working for charities and supporting the very poorest people.
- When Derby (and Darren Moore) beat us in the play-off final, at the final whislte Moore went round each Albion player and shook their hands and commiserated with them, before going off and celebrating with his team mates.

So, IMO, Darren Moore is a gentleman, a leader of men and a Legend.  Now if he can excel at this Head Coach business then he can become a Legend in another way too.
